MEMORANDA

SHIPSHEWANA TOWN COUNCIL

MARCH 28, 2019  6:00 P.M.

COUNCIL MEMBERS PRESENT:  Joshua A. Weimer, Tad T. Hite, C. Arlene Lazzaro, Elmer J. Mast, Zachary J. Stoltzfus.

 

A motion passed to accept the agenda with flexibility.

 

PUBLIC HEARING: There was a public hearing and discussion regarding Additional Appropriations.

 

POLICE PURCHASE: Quotes were presented for Zoll AEDs as follows; AED Superstore $1,699.00 each; Northern Kentucky Emergency Medical Services $1,300.00 each; and (Refurbished) AEDs at $725.00 each from Integris Equipment.  MOTION: A motion passed authorizing the Town Marshal to purchase four refurbished AEDs from Integris Equipment at $725.00 each.

 

POLICE REPORT:  A 3-year rotation schedule for Taser purchases has been worked out.

 

WILLIE NELSON CONCERT TRAFFIC PLAN:  MEC Parking  Lots 1-4 will be used for the April 2nd Willie Nelson Concert.  Trolley Service will be provided.  Firefighters will be helping with lights.  Message Boards will be used.

 

FIRE DEPARTMENT REPORT:  The electrical system on Pumper Truck #22 has been repaired.

 

TOWN OF SHIPSHEWANA PURCHASING POLICY:  A motion passed to adopt the revised purchasing policy subject to approval as to form.

 

USDA RURAL DEVELOPMENT APPLICATION FOR PRELIMINARY ENGINEERING REPORT:  The Town Council discussed applying for a USDA Grant and reviewed the grant information sheet.

 

FIRE TERRITORY QUOTES:  Tabled

 

VAC TRUCK REPAIR QUOTES:  Three quotes were presented for repair of the Vac Truck as follows:  Best Equipment of Indianapolis, IN $43,879.74; Hoosier Equipment of Plymouth, IN $49,627.00; and Brown Equipment Co. of Ft. Wayne IN $60,173.42.  A motion passed authorizing repair of the Vac Truck by Best Equipment Co., Inc. of Ft. Wayne, IN for $43,879.74.

 

CONSTRUCTION PROJECT UPDATES:  The Town Council discussed the E. Middlebury Street/S. Morton Street project.  The Public Restroom plans have been sent to the state for approval.  Discussion followed.  MOTION:   A motion passed to sign the contract for the Public Restroom project outside of a public meeting.  SR 5 South Improvements and a trail grant were also discussed.

 

ECONOMIC DEVELOPMENT PROJECT AGREEMENT UPDATE:  A draft of the Blue Gate Holding – CEDIT Distribution Agreement is to be reviewed by the Town Manager.

 

PUMPKINVINE TRAIL MILE MARKER LINES & QUOTES FOR PARKING @ CR 850 W:  The Pumpkinvine Trail will be marked every tenth of a mile this spring. Quotes were reviewed for a 40’x200’ gravel parking area at CR 850 as follows:  M. Miller Excavating of Shipshewana, IN $11,100.00; Bontrager Excavating of Shipshewana, IN $12,000.00; and Elmer’s Excavating of LaGrange, IN $14,080.00.  MOTION:  A motion passed to have a gravel lot installed at CR 850 by M. Miller Excavating for $11,100.00.

 

MAYFEST UPDATE:  Mayfest will be May 3 & 4 and the normal street closure request will be presented  to the Town Council at the April 11th Council meeting.

 

ADDITIONAL APPROPRIATION ORDINANCE:   The Town Council unanimously passed AN ORDINANCE APPROPRIATING ADDITIONAL FUNDS.

 

SEWER BILL ADJUSTMENT REQUEST:  The Town Council considered a sewer bill adjustment due to a water leak.  MOTION:  A motion passed approving a $575.65 sewer bill adjustment for account #107-525-35.

 

FINANCIAL REPORT:  The Town Council considered a request to pay non-reoccuring invoices for the Fire Department between meetings.  MOTION: A motion passed authorizing the Clerk-Treasurer to pay invoices related to Fire Chaplain Training between meetings.

 

MOTION: A motion passed approving the Claims Register as submitted.

 

MOTION: A motion passed suspending the rules for a second reading of all Ordinances.

 

COUNTY TIF – SR 5 SIDEWALKS:  County TIF Revenue may be available for SR 5 sidewalk improvements.

 

MOTION: A motion passed adjourning the meeting.
