MEMORANDA

SHIPSHEWANA TOWN COUNCIL

AUGUST 22, 2019  6:00 P.M.

COUNCIL MEMBERS PRESENT:  C. Arlene Lazzaro, Elmer J. Mast, Zachary J. Stoltzfus, Tad T. Hite.

COUNCIL MEMBERS ABSENT:  Joshua A. Weimer

A motion passed to accept the agenda with flexibility.

TOWN MANAGER REPORT:  INDOT will be doing a mill and fill on SR 5 in the buggy lanes from August 27th to August 29th from US 20 to Valley Hills.  Traffic control efforts will be handled by INDOT.

PART-TIME EMPLOYEE:  With the absence of our 5th Utility Worker and Summer help consideration by the Council was requested for approval of a part-time employee at $17.00 per hour for 20 hours per week.

MOTION:  A motion passed to hire Bill Boyer as a part-time employee at $17.00 per hour.

WESTVIEW WARRIOR YOUTH BASEBALL – 5 YEAR CONTRACT:  A positive recommendation from the Shipshewana Park Board was submitted to the Town Council for a 5-year Contract with the Westview Warrior Youth Baseball League.

MOTION:  A motion passed approving a 5-year Contract with the Westview Warrior Youth Baseball League.

NIBLOCK PAY REQUEST #2/2019 STREET IMPROVEMENTS:  Niblock Pay Request #2 has been approved by the engineer and is ready for Council approval. 

MOTION:  A motion passed approving Niblock Pay Request #2 in the amount of $105,423.40 with authorization for the Council President to sign the same. 

E. MIDDLEBURY STREET CLOSURE REQUEST:  The Town Manager reported that Niblock believes they can complete the E. Middlebury Street portion of the project a full week ahead of schedule with complete closure of E. Middlebury Street from Harrison Street to Talmadge Street.  Discussion followed.

MOTION:  A motion passed approving the E. Middlebury Street closure request from Harrison Street to Talmadge Street. 

CONSTRUCTION PROJECT UPDATES:  The public restroom project is going as planned.  Turf removal for the New Park Pavilion has been completed and this project should be completed by the end of September.  The concrete base and approach for the new salt barn is complete, next we will schedule the structure portion of the project.  The water main relocation at the Event Center has been completed along with the water main extension going south on SR 5.  We are waiting on electric service for the lift-station, then the sidewalks will be completed.  Discussion followed.

APPROPRIATION TRANSFER ORDINANCE:  The Town Council unanimously passed AN ORDINANCE TRANSFERRING MONIES IN THE GENERAL, PARK, AND FIRE FUNDS.

FINANCIAL REPORT:  The new copy machine has been delivered and will be set up next week.  A Public Hearing for the 2020 Budget will be held at the September 12th Council Meeting along with a Public Hearing for Additional Appropriations in the General and Public Safety LOIT Funds.  The next AIM Roundtable meeting will be held on September 19th in Middlebury, IN.   A request for Claims Register and Memoranda approval was made.

MOTION:  A motion passed approving the June 27, 2019; July 11, 2019; and August 8, 2019 Memoranda along with the Budget workshop notes.

MOTION:  A motion passed approving the August 8, 2019 Claims Register as presented. 

MOTION:  A motion passed suspending the rules for a second reading of all Ordinances.

Quotes for alley improvements will be coming.  Buggies will be allowed on E. Middlebury Street a couple of days after the final coat has been applied. Westview Government Class student introductions followed.

MOTION:  A motion passed adjourning the meeting.
