COUNCIL MEMBERS PRESENT: Tad T. Hite, Zachary J. Stoltzfus, Joshua A. Weimer, C. Arlene Lazzaro, Elmer J. Mast.
MOTION: A motion passed to accept the agenda with flexibility.
BIG C LUMBER – STREET CLOSURE REQUEST: Council Members considered the request to close a portion of Talmadge Street from Main Street to Mill Street for a Big C Lumber Customer Appreciation Event on May 1st. MOTION: A motion passed to close Talmadge Street from Main to Mill in the evening of April 30th until the evening of May 1st for the Big C Lumber Customer Appreciation event.
FIRE SERVICE QUOTES FOR ESTABLISHMENT OF FIRE TERRITORY: Four quotes for a feasibility study to establish a Fire Territory had been received and reviewed by the Town Council, Newbury Township, and Van Buren Township. Newbury and Van Buren Township both preferred using Bakertilly. MOTION: A motion passed authorizing Bakertilly to move forward with a feasibility study to establish a Fire Territory and to split the cost of this study according to percentages in the current Fire Agreement. MOTION: A motion passed authorizing the Council President to sign the agreement with Bakertilly outside of a Council meeting subject to written confirmation from the Townships to split the cost of the study per the percentages in the current Fire Agreement with payment coming from the General Fund.
PUBLIC RESTROOM UPDATE: Plans for the new public restrooms have been approved by the LaGrange County Plan Commission. Due to a moratorium from NIPSCO we may have to use LP gas and go to natural gas once the moratorium is lifted. The contract for this project will be ready for signature soon.
TOWN MANAGER REPORT: Four quotes for a Water Department Truck were presented as follows: Thomas Dodge of Highland, IN $25,497.00; Fletcher Chrysler, Dodge, Jeep, Ram of Franklin, IN $25,509.00; Sorg Dodge, Chrysler, Jeep, Mopar of Goshen, IN $28,675.00; Shepherd’s Chevrolet, Buick, GMC of Kendallville, IN $32,300.00; and John Jones of Salem, IN $36,853.00. MOTION: A motion passed authorizing the purchase of a 2019 Dodge RAM 1500 4x4 V-8 truck with crew cab for the Water Department, and authorization for payment of this vehicle between meetings from the Water Improvement Replacement Fund.
FIRE DEPARTMENT REPORT: An Interlocal Cooperation Agreement was presented to the Town Council for the purchase of turnout gear from the Town of Topeka and the Topeka Fire Department. MOTION: A motion passed authorizing the Council President to sign the Interlocal Cooperation Agreement for the purchase of turnout gear from the Town of Topeka in the amount of $2,500.00 to be paid from the Fire Gift Fund. The Fire Department Fish Fry was a success grossing approximately $45,000.00.
POLICE DEPARTMENT REPORT: The February Police Service report was submitted to the Council. The Town now holds the title to the Hum V obtained through the Military Surplus Program, and a golf cart was recently obtained through the same program. Our 6th officer will be attending the Policy Academy for a 15-week period beginning in May.
FINANCIAL REPORT: MOTION: A motion passed approving the March 28, 2019 and the April 11, 2019 Memoranda as submitted. MOTION: A motion passed approving the Claims Register as submitted.
The Council President tabled agenda item #4 Tornado Siren Update.
C.A. Lazzaro expressed concern regarding potholes on Berkshire Drive.
- Hite expressed concern regarding proper use of the crosswalk signal at SR 5 and Farver Street.
TOWN MANAGER REPORT: The Sewer Plant Planning Grant application continues to move forward and should be ready for submission by the next Council Meeting. An income survey on Town residents will be conducted by Region 3-A in hopes that the Town will quality for an OCRA Grant for a Town Master Plan. The cost for the survey is a not to exceed amount of $500.00.
